SUMMARY

In Burlington, VT, czb studied the city’s 1990 inclusionary housing ordinance to understand why it had resulted in only 10 units per year over a 25-year period and what changes could be made to both the ordinance and the city’s broader housing production system in order to produce more affordable units and mixed-income neighborhoods. Subsequent to the report, a working group drafted changes to city policy broadly in line with czb’s recommendations.
