How can Greenville prosper economically while ensuring plentiful options for quality affordable housing?
SUMMARY
czb was retained in 2016 to assist the City of Greenville in evaluating its housing market and its growing affordable housing challenges. Working with a council-selected steering committee, czb assisted in the work of building a foundation in the community for understanding housing issues. Analysis showed a widening gap between service sector wages and purchasing power and housing costs, and an easy outlet in the county for middle income families to work in the city but live outside. czb helped the community develop a basis for creating and then investing in a housing trust fund capable of assisting low- and moderate-income households reduce their housing cost burdens.
Guided by Values & Principles
Released in September 2016, the report includes four principles to ensure consistent and sound decision-making, a clear outline of the ongoing work that must be done, and metrics that stakeholders can use to stay true to community values and measure progress.
Post-Project Impacts
In 2017, czb returned to Greenville to guide the establishment of the Greenville Housing Fund, one of the core recommendations of the 2016 report.
The City of Greenville catalyzed the Fund with an initial $2M and leveraged over $1M in philanthropic commitments from partnerships with local foundations.
