The City of Waynesboro hired czb to guide the development of a new comprehensive plan at a time when the community was stagnating economically and rapidly losing ground to high-amenity neighbors in the Shenandoah Valley. Recognizing that complacency was an issue for some of Waynesboro's key stakeholders, czb facilitated a process that laid bare the implications of maintaining the status quo and focused attention on the factors that influence location decisions by households and businesses.
