Karen brings to the czb team more than 17 years of experience working on housing and community development issues. Karen handles all of czb’s econometric and spatial analysis, and has become one of the nation’s leading experts in understanding how subsidized investments in housing and community development interact with neighborhood-wide conditions and marketability. 

Karen has served in high-level public sector roles, first as Deputy Director in New York City’s Department of Housing Preservation and later as Executive Director of the Redevelopment Authority in Allentown, Pennsylvania. She holds degrees from Wellesley College and the New School, as well as a Ph.D. from the University of Pennsylvania.
